Jacek Neska

He gained professional experience as a manager of the international consulting company Arthur Andersen, where he coordinated a number of projects in the transport, telecommunications and power sectors. One of the key projects he was involved in was PKP’s transition from a state-owned company into a joint-stock company, and the establishment of the PKP Group. He also worked for private equity funds, such as Innova Capital and Enterprise Investors, where he sat on management boards of their portfolio companies.

In 2006-2012, he served as President of the Management Board of Lotos Oil SA, the largest Polish manufacturer of oils and lubricants. At the same time, in 2008-2009, he served as the General Director’s Representative for Commerce at Lotos Group, supervising all areas of commercial and logistics operations of the Group, and building efficient sales structures. Jacek Neska joined PKP Cargo in December 2013, and since then has been responsible for the sales process optimisation and customer base extension. On 24 April 2014, he was appointed by the Supervisory Board, following a competitive process, as Member of the Board for Commerce at PKP CARGO.

In 2007-2008 he was the director of the Infrastructure and Transport Division at the Marshall Office of the Zachodniopomorskie Voivodship. Before that, for five years he was the manager of the Road Laboratory of the General Directorate for National Roads and Motorways in Szczecin.

Academic lecturer at the Military University of Technology in Warsaw, earlier also in the Roads and Bridges Construction Institute, Construction Materials Institute at the Zachodniopomorski University of Technology.
Author of many publications on road construction.

He is the co-author of 2 scientific publications and the Update for the Multiannual Investment Programme of the Zachodniopomorskie Voivodship for 2007-2013 and the Multiannual Financial Programme for 2008-2015, plan of road surface renovations for voivodship roads for 2008-2010, Analyses and details of the Development Strategy with respect to Transportation Network of the Zachodniopomorskie Voivodship for 2007-2015.

His achievements include individually designed and performed road structure made of asphalt-based and cement-based concrete for KR4 heavy traffic and verifying its physical and mechanical properties.

He defended his doctoral thesis at the Faculty of Construction and Architecture at the Szczecin University of Technology, Major: Construction, Specialisation: Roads, Streets and Airports. He completed post-graduate studies at the Warsaw School of Economics, Managing and financing road infrastructure, and at the Szczecin University of Technology, Managerial Studies.

He holds the Certificate issued by the Roads and Bridges Research Institute entitling him to design rigid structures made of cement-based concrete for heavy and very heavy road traffic, the Certificate issued by the Roads and Bridges Research Institute for completion of the first and second levels of the course in designing and supervising performance of anti-corrosion layers on steel bridges and the Certificate entitling him to grant accreditation to research laboratories with respect to ISO requirements.

After graduating from the Pedagogical University in Rzeszów, major in history, he undertook postgraduate studies at Warsaw University and obtained a diploma in the field of local self-government and local development. Since 1997 he has been a Deputy of the Polish Parliament ( III,V,VI, VII term of office). He was also a Chairman of the Infrastructure Commission and a Member of the Agriculture and Rural Development Commission.

Bartosz Soroczyński is a Vice President of Lighting Systems for Central & Eastern Europe at Philips.

Previously he was a Country Leader for the Oracle operation in Poland and for over 7 years at IBM he was a Sales Director responsible for the CEE region and next he took a role of a Sales Executive of the Worldwide Service Management Tiger Team.

He was leading interdisciplinary projects in various market sectors such as transportation, banking, utilities, public and telecommunications.

Most recently at IBM he was responsible for the infrastructure and transportation sector in the growth markets of Central & Eastern Europe, Middle East & Africa, Latin America and Asia.

Bartosz Soroczyński graduated from the Wrocław University of Technology. His business career began at PMI Software Ltd., which has been later transformed into Polish Consulting Group, where he, as President & Managing Director had a responsibility for all sales, marketing, operations and projects execution.

In parallel to his work in the IT and services sector, Bartosz Soroczyński was a board member of IFMA Poland – International Facility Management Association, most widely recognized association of the Asset Management sector and professional facility managers development with strong focus on service management, real estate portfolio, property and asset management; from 2007 till 2013 he was the Chairman of this organization.

Stanislaw Żmijan is also a member of many professional organizations. He served in the government of the Polish Chamber of Road Industry.

Stanislaw Żmijan also engages in social and political activities. He sat in the City Council of Międzyrzec Podlaski and Provincial Assembly of Lublin. In 2001 he was elected to the Parliament from the district of Chelm. In parliament deals with matters of infrastructure and rural development. From 2013, he is the Chairman of the Parliamentary Committee of Infrastructure. He was author special act of road and airport, which proved to be crucial for the issue of EU funds for infrastructure in 2007-2013.
