On 26th of January 2011, in the inspiring atmosphere of conclusions and valuable information, the “Polish Infrastructure 2011” – Polish nationwide conference took place. We are pleased to share with you some information about the course of this suggestive meeting.

After the official welcome by Mrs Beata Radomska, Chairman of the Executive Club and Mr Zbigniew Kotlarek, President of the Polish Road Congress a debate on the Polish infrastructure commenced.

Olgierd Dziekoński, Secretary of State in the Chancellery of the President, and Radosław Stępień – Undersecretary of State in the Ministry of Infrastructure, introduced the guests to discussions on the current condition of road infrastructure.

The conference was divided into four panels: each of them gathered a group of outstanding professionals. Mr Marek Michałowski, President of the Polish Association of Construction Industry Employers started a discussion on the program for financing infrastructure investments (Panel I). Prominent experts, such as Lech Witecki, General Director of the General Directorate for National Roads and Motorways, Jarosław Myjak, Vice President of PKO Bank Polski; Marek Adamek, President of Arcadis and Wojciech Gębicki, President of Stalexport Autostrada Małopolska, discussed the main reasons for delays in completing the construction of national roads. Specialists also issued opinions on the pace of EU funds, and alternative financing opportunities in the face of decreasing budget capabilities of the state.

Panel II began with a presentation entitled “The changes according to the PRAG and according to the Public Procurement Law – Where are we going” by Piotr Pazdan, Managing Director of ECM Group Polska. After this very useful introduction to the discussion invited reviewers commented on the FIDIC contract conditions, the settlement of bids based on the lowest price criterion, and they stressed the need for changes in the Public Procurement Law. Jan Sadowy, Chairman of the Public Procurement Office, Bartłomiej Jankowski, a lawyer and a partner at WKB Wierciński, Kwieciński, Baehr law firm, Andrzej Michałowski, Msc, EFCA International expert mediator and conciliator at FIDIC, and Leszek Niedałtowski, Vice President of the Management Board of STBU Brokerzy Ubezpieczeniowi discussed the matters relating to the role of a contract engineer, the settling of disputes, the “Design and build” system and the Polish trends in the face of the world solutions.

Recently attractive and very intriguing issue concerning railway infrastructure was the main theme of Panel III. Janusz Piechociński, Deputy Chairman of Parliamentary Committee on Infrastructure, Maciej Radziwiłł, CEO of Trakcja Polska and Zbigniew Szafrański, President of the Management Board of PKP Polskie Linie Kolejowe expressed their views on the implementation of the modernization of railways, finance planned investments, as well as the prospects for the construction of high-speed rail in Poland.

The problem of the investment after EURO 2012 was discussed in the final Panel IV. Specialists, such as Michał Marzec, Director of the Chopin Airport in Warsaw and General Director of “Polish Airports”, Andrzej Bogucki, Member of the Board for the PL.2012 infrastructure and Dariusz Blocher, CEO of Budimex shared their opinions on the importance of the Road and Highway Program after 2012 in the Polish economy, the main stages in the development of airports in Poland and plans to use the newly created stadiums.

A conference on the “Polish Infrastructure 2011” was an excellent opportunity to gain valuable information on the plans for the coming future regarding the transport and construction of roads in Poland. There were also a tasty snack, and lots of fun thanks to the organized New Year’s Eve party. Honorary Patronage was taken by the Ministry of Infrastructure, the contents partner was the Polish Road Congress; we also thank the Polish Association of Construction Industry Employers which was also a co-organizer of the cooperation.
