Graduated from the Olsztyn Academy of Agriculture and Technology – Faculty of Geodesy and from the Warsaw University – Faculty of Management.
Senator in the 5th term of the Polish Senate – head of the Local Government and Public Administration Committee; deputy in the 7th term of the Sejm – member of the Infrastructure Committee and the Finance Committee, head of the Parliamentary Group for the Development of Eastern Poland.
Member of the Olsztyn City Council in the years 1994-1998 and 2010-2011. Warmia-Mazury Province Marshal in the years 1998-1999. Deputy Mayor of Olsztyn in the years 2009-2010. Former General  Director in the Governor’s Office in Olsztyn, Manager of several enterprises in Olsztyn, and a businessman.
In 1980, he co-founded the Independent Student Association at the Olsztyn Academy of Agriculture and Technology. He was subsequently interned and imprisoned for political dissent. He is an active member of several associations, such as „Mała Ojczyzna” („Little Homeland”), of which he was the founder and long-term head; „PRO PATRIA”; and the Catholic High School Friends’ Association.
He is also a former board member and president of the Stomil Olsztyn football club.

Mr. Jerzy Lejk graduated from the Institute of Building Engineering at the Warsaw University of Technology, where he was awarded the title of Master of Civil Engineering. He started his career at the Warsaw Development Planning Office. After that, he acquired further knowledge and experience while working at the Province Governor’s Office in Warsaw, the Municipal Road Authority and Budimex S.A.

In the years 1994-1999, he was Deputy Mayor of the Capital City of Warsaw.

Since 2002 he has been employed by Metro Warszawskie, starting off as a Deputy Manager to later become a Member of the Management Board of Metro Warszawskie Sp. z o.o.

As a member of the Management Board of Metro Warszawskie Sp. z o.o., he was responsible for the expansion of Warsaw’s metro system and the issues related to metro’s operation. Together with a team of colleagues from various departments of the Capital City of Warsaw and of Metro Warszawskie Sp. z o.o., he conceived and implemented the “The Bielany Section of the First Metro Line in Warsaw”.

Since 2006 he has been President of the Management Board of Metro Warszawskie Sp. z o.o., supervising major projects in Warsaw, including the construction of the Second Metro Line and the procurement of rolling stock.

In 2007 he completed an MBA post-graduate course for engineers.

Moreover, Mr. Lejk has received extensive specialised training in civil engineering and environmental protection in the context of EU laws, and also in the Polish public procurement law and project-development process management.

In 2013 he was appointed a member of the Policy Board – a governing body of the International Association of Public Transport (UTIP), which sets out UITP’s guiding policies.

Since 2013 he has been a lecturer at the Institute of Building Engineering of the Warsaw University of Technology.

Since 2007, following his resignation as Department Head at the Ministry of Regional Development, he has been with the Warsaw City Office. At the City Hall he served, i.a., as the Head of the European-Funds Office and the Head of the Investor-Assistance Office. In 2011 he was appointed Deputy Mayor of the City of Warsaw. In addition to his work at the Office, he has continued to pursue his scientific and educational career at State and private universities.
He has chaired Warsaw’s Innovation-Policy Council and has been a member of its provincial counterpart. He also represents EUROCITIES, the largest organisation to associate European cities within the Smart-Cities High Level Group at the European Commission.
He is involved in encouraging closer cooperation between local governments at the national level and across metropolitan areas. In 2007-2015 he served as President of the European Policy and International Cooperation Committee of the Association of Polish Cities, and since 2012 he has been Co-President of the Municipal and Metropolitan Area Team at the Joint Central Government and Local Government Commission. He has been involved in promoting increased cooperation within Warsaw’s metropolitan area and has created several projects to support functional connections between the metropolis’s districts. Since 2012, he has chaired the Warsaw Metropolis Integrated Territorial Investment Steering Committee.
For his contribution to the development of self-governance, he received the Gold Cross of Merit from the President of Poland (2015) and the Honorary Badge for Services to Territorial Government from the Minister of Administration and Digitisation (2015).

Wlodzimierz Szymczak is the current President of the European Council of Civil Engineers.
