Dr Libor Lochman

Libor Lochman, born in 1963 in Czechoslovakia, graduated at the Transport University in Zilina and has a doctorate in electronics from the West-Bohemian University Plzen. He has a strong background in Control-Command and signalling systems.

Prior to his role as CER Deputy Executive Director and leader of technical affairs (2007-2011), he acted as director of the Railway Test Centre, a facility for testing European rolling stock, infrastructure and signalling components, in Prague (2000-2005).

Mr Zbigniew Kotlarek was born in 1949 in the town of Czluchow in the Pomerania Region of Poland.
In 1972 he graduated the civil engineering department of the Warsaw University of Technology, specialist in roads and airports construction.
Between 1972 and 1991 worked in various regional branches of roads administration, most recently as a head of Public Roads Administration in the town of Lebork. Then he turned to business, was a partner in the steel construction company AMG and a manager of the Transprojekt Gdanski roads and bridges design company.
In 2002 he returned to road administration and was appointed a deputy director of the General Directorate for National Roads and Motorways. From 2005 to January 2008 he served as a General Director of that government body. Now he is CEO of MSF Polska company, a part of Portuguese MSF Group.
In 2004 he initiated establishing Polish Road Congress and three times was elected the President of the Board, most recently in 2015.
Mr Kotlarek is a widower, has two children and four grand children.

She was graduated at Warsaw University of Technology, Civil Engineering Faculty; since 2002 she is the head of Department of Geotechnics and Underground Structures and President of Polish Subcommittee of Underground Structures of Polish Committee on Geotechnics from many years. In 2014 she was elected member of Executive Council of International Tunnelling and Underground Space Association ITA-AITES. She specializes in underground structures and she was advisor and geotechnical consultant of many deep excavations projects in Poland. She is also a consultant for the 1st and 2nd metro line in Warsaw.

John Styliński is the President of the Polish Association of Construction Employers, an association of companies representing approximately 70% of the potential executive in Poland. He is a lawyer, member of the Bar Association in Warsaw, a partner in the law firm.

He specializes in the investment process and the construction market, in particular in projects of public-private partnerships and concessions, obtaining financing and tendering. He is the author of numerous publications on the topics of investing, as well as a lecturer at numerous conferences and trainings.
