Government institution that manages, develops and maintains national roads (including motorways and expressways) of the highest traffic volume, also of international importance. General Directorate for National Roads and Motorways sets directions, co-ordinates preparation and realisation of investments, road management and traffic on national roads management, co-operates with territorial government organs in the framework of development and maintenance of road infrastructure, as well as co-operates with road administrations of other countries and international organisations.
The Office of Rail Transport (UTK) is a modern, friendly and open office dealing, among others with: safety and regulation of railway traffic as well as passenger rights. Travelers can count on help if the train ride did not go as it should. UTK ensures that only operators who guarantee an appropriate level of security perform transport on the railway. Checks whether infrastructure managers maintain and modernize railway lines in accordance with European and national standards. The Office of Rail Transport issues licenses to train drivers. It is open to cooperation with railway companies.
Polish Chamber of Steelwork is an organization of economic self-government appointed at the General Founding Meeting, which was held on June 17, 1996. The statutory goal of the Chamber is an activity supporting the development of the steel constructions industry. The most important activities of the Chamber include the organization of joint trade fair stands, conferences and workshops, as well as other industry meetings. Polish Chamber of Steelwork certifies the Member Companies by awarding the Steel Structures Producer Certificates and Co-producer of Steel Structures Certificates. Every year, there is also a competition “Steel Construction – Implementation of the Year”, the aim of which is to select steel objects characterized by exceptional aesthetic and technical values.
Polish Chamber of Steelwork also conducts publishing activities. The most important PIKS release is the „Steel Structures” magazine. At the turn of 2017/2018, the Chamber commenced operation under the BUILD WITH STEEL – as one of the Partners of this new initiative on the Polish market, PIKS co-organized a series of workshops for students of technical universities, conference and site visit meetings addressed to architects, designers, investors and general contractors. Land Transport Chamber of Commerce is an economic self-government organisation established in 1995. The Chamber represents companies connected with rail transport in relations with state administration and domestic and international organisations influencing their operations. The Chamber associates several dozen railway industry-related companies from all over the country. The main aims of the Chamber are to protect the interests of companies and to present state and self-government administrative bodies with requests and opinions regarding the regulations of rail transport. IGTL makes the latest economic processes more accessible for its members, with particular emphasis on rail transport and infrastructure issues. Cooperation with the Chamber offers its members an opportunity to exert a direct influence on shaping the terms of rail transport operations and development, as well as integrates the rail industry. IGTL features three industry sections: Railway Undertakings, Railcars and Forwarding, Railway Engineering. IGTL is an organisation focused on actual solving the problems of rail sector. We are a representative of industry and important partner in substantive debate acknowledged by the Ministry of Infrastructure, Rail Transport Office, Transport Technical Supervision and Centre for EU Transport Projects.
We also cooperate with companies gathered in PKP Group and national infrastructure manager PKP PLK SA.
The Railway Research Institute (formerly Railway Scientific and Technical Centre) is a research institute subordinated to the Ministry of Infrastructure. We are Notified Body No. 1467 under the Directive 2008/57/EC on the interoperability of the rail system within the Community (unlimited period of validity of the notification) as well as Designated Body for conformity assessment according to Polish regulations.The Railway Research Institute, operating over 65 years in the railway sector, conducts scientific and research work and performs certification processes in the fields of railways and urban rail transport. We also conduct tests and calibration of measuring instruments. We hold PCA (Polish Centre for Accreditation) accreditation certificates as product certification body (AC 128), QMS certification body (AC 185) and research body (AB 310, AB 369, AB 742, AP 024) covering all subsystems and interoperability constituents of rail transport.

The Polish Road Congress was created in 1925, following the pattern of the World Road Congress. After the war, its activity was resumed in 2005. The association brings together road administration employees at all levels, road sector companies, designers, engineers and scientists. It is a non-governmental organization operating on a non-profit basis. Supporting development of road infrastructure, integrating the environment and representing it to public authorities are the most importan
t goals of Polish Road Congress. For achievements of this goals congress organizes nationwide and regional forums, conferences and thematic seminars, participates in the creation and issuing opinions on legal acts, develops international cooperation. In 2017 the Polish Road Congress war recognized by the World Road Association PIARC as the National Committee of this organization.
Polish Green Building Council PLGBC is a non-governmental, non-profit organization that has been supporting the green building sector in Poland for over 10 year by promoting and implementing the triple responsibility principle: environmental, social and economic. It strives to develop the process of designing, constructing and using buildings with elements of sustainable development, so that it would benefit both their residents, the environment and all participants of the construction process.
PLGBC is one of 68 green building councils operating worldwide, grouped under the World Green Building Council. In Poland, it associates companies, institutions, organizations and experts who are close to the idea of green building.
The Road and Bridge Research Institute is the leading Polish research centre engaged in a broad spectrum of issues related to road infrastructure.
With its research work, innovations, analyses and consultations IBDiM supports development projects, modernization and repairs related to roads and bridges, and helps to introduce rational road network management systems.
The Institute’s experts create and implement modern materials and advanced technologies for road and bridge construction, and also conduct very active cooperation in many international organizations.
The goal of the Foundation was to increase the possibilities of development of rail transportation, protection of rights of rail customers and users as well as presentation of sector potential and needs to opinion leaders, media, politicians as well as the national and European administration. The organisation acts for the improvement of the image of Polish rail, transparency of the conditions of its functioning, support of development and increasing operations safety as well as investments in the sector. It develops and orders with third-party experts opinions and solution proposals. It analyses and presents results of own analyses and research into trends on the transportation market. It directly cooperates with universities, by joining research and publications on rail.
All-Polish Economic Chamber of Road-Building
The Chamber is an organization of economic self-government and represents the interests of its members to the state organs and local government and other institutions and organizations.
Its primary responsibilities include in particular:
- representation of interests of its member entities to the state and local administration as well as to other institutions and organizations,
- participation in the development and implementation of economic policy of the road engineering sector,
- participation in works conducted by the bodies of the state administration, local governments and adisory and opinion-making institutions within the problem areas connected with the fields of its members activity,
- promotion of the members of the Chamber in Poland and aborad,
- taking actions aimed at the development of the members of Chamber,
- cooperation with the media.
Polish Chamber of Civil Engineers gives construction qualifications in individual specialties as well as the title of building expert. On average, about 6 000 people during the year are given the decision to grant building rights. Professional self-government of civil engineers supervises proper and conscientious performance of the profession by members of the Chamber and represents them to the state and local government administration bodies. Polish Chamber of Civil Engineers participates in the creation of new legal acts regarding the construction industry, by issuing opinions on bills and ordinances. It is also active on the European forum, taking active part in the work of, among others, European Council of Civil Engineers (ECCE) and the European Council of Engineering Chambers (ECEC). The Polish Association of Construction Employers is a nationwide organization associating companies from construction sector, which together represent over 70 percent of the potential of the general contractor for investment in Poland.
PZPB member companies are ones dealing in comprehensive investment implementation, developers, specialist design companies, companies producing materials for construction, supplying technologies and other related to the infrastructure and construction industry.
The Polish Association of Construction Employers:
- Together with member companies, creates expert groups and actively supports their activities
- Participates in consultations of legal acts regulating economic activities in the areas of infrastructure and construction, makes demands and motions in state administration bodies
- Appeals to the National Chamber of Appeal on actions that are not in line with the Public Procurement Law
- Creates conditions for creation of effective B2B relations, participates in international programs financed by European Union funds
- Works for the integration of member companies and for positive image of the industry

The Polish Association of Building Engineers and Technicians is a continuator of the activity of Polish Association of Civil Engineers, established in 1934. Our Scientific and Technical Association focuses on propagating knowledge about broadly understood construction through publications, conferences and trainings. An important element of its activity are initiatives concerning problems of a wide social range, such as – restoring right to practice a profession for technicians, Agreement for Work Safety in Construction, or BIM Standard PL. Polish Association of Building Engineers and Technicians brings together the highest authorities in the field of construction science and technology, which has great public prestige.
