Mr Zbigniew Kotlarek was born in 1949 in the town of Czluchow in the Pomerania Region of Poland. In 1972 he graduated the civil engineering department of the Warsaw University of Technology, specialist in roads and airports construction. Between 1972 and 1991 worked in various regional branches of roads administration, most recently as a head of Public Roads Administration in the town of Lebork. Then he turned to business, was a partner in the steel construction company AMG and a manager of the Transprojekt Gdanski roads and bridges design company. In 2002 he returned to road administration and was appointed a deputy director of the General Directorate for National Roads and Motorways. From 2005 to January 2008 he served as a General Director of that government body. Now he is CEO of MSF Polska company, a part of Portuguese MSF Group. In 2004 he initiated establishing Polish Road Congress and three times was elected the President of the Board, most recently in 2015.

Wiktor Pawłowski is an outstanding figure of construction with nearly 50 years of experience in positions from construction manager to the director of the enterprise. After graduating from Warsaw University of Technology (1962), he worked on the construction sites of Zagłębie Siarki in Tarnobrzeg and in the rescue and renovation of the Old Town in Sandomierz. A particularly important period is work in the Ministry of Building and Construction Materials Industry (1983-87), where he was the director of investment, science and technology departments. From 1990, he was associated with PERI Polska, which has made revolutionary transformations in the implementation of monolithic construction in Poland. The creator of this company from scratch, and then for 20 years its director.
Wiktor Pawłowski has great achievements in social activities. Between 2005-2012 he was the Chairman of the Polish Association of Construction Engineers and Technicians, currently Secretary General. During two terms of office he contributed to the consolidation of the Association and establishing its public position. In 2010, he initiated the “Agreement for work safety in construction”, which resulted in a 50% reduction in fatal accidents. Currently, he is the creator of BIM technology implementation in construction. Polish Association of Construction Industry Employers, as one of two people, gave him the title “Primus inter optimos” for a special contribution to the development of construction in the last 25 years.

After graduating from the Faculty of Architecture at the Technical University of Warsaw for about 20 years he has been a designer. His projects mainly include industrial plants (including 5 complete furniture factories), but also residential and office buildings. After obtaining his doctorate, he focused on teaching and research, for the Institute “ORGBUD” which was transformed into the Institute of Housing, and for 1O years in the Institute of Urban Development.

In 1995 he was awarded the academic title of Professor. He promoted five doctors and engineers as well as over 1OO architects. In parallel with the work at universities and institutes for 20 years he has been successfuly running his own business – INVESTMENT ADVICE, specializing in assessment and interpretation of the impact of proposed investment in the surrounding buildings in relation to the provisions and requirements of spatial and technical construction. Prof. Witold Werner leads the Chapter of the Developer Certificates.

He is the author of over 300 publications, including 11 books and hundreds of architectural and construction expertise, opinions and scientific reviews. He is an expert in the field of architecture construction including design, he i salso a Valuer, registered on the ZBP list, with a certificate of a Recognised European Valuer.

Since 1989 associated with Międzyrzec Podlaski, where he was Director of Public Roads Region. As Director of PDM Miedzyrzecz Podlaski responsible for its transformation and modernization. With these changes, the company has become one of the most important employers in Międzyrzec Podlaski and the entire bialski district. Stanislaw Żmijan is also a member of many professional organizations. He served in the government of the Polish Chamber of Road Industry.

Stanislaw Żmijan also engages in social and political activities. He sat in the City Council of Międzyrzec Podlaski and Provincial Assembly of Lublin. In 2001 he was elected to the Parliament from the district of Chelm. In parliament deals with matters of infrastructure and rural development. From 2013, he was the Chairman of the Parliamentary Committee of Infrastructure. He was author special act of road and airport, which proved to be crucial for the issue of EU funds for infrastructure in 2007-2013.

Managing Director of the Railway Research Institute since 2006. A graduate of the Warsaw University of Technology (1980), where he obtained a doctoral degree in Technical Sciences (2008). A professor at Dnipropetrovsk National University of Railway Transport (2016).
He specializes in railway traffic and organization of passenger services. He began his professional career in 1980 in COBiRTK (currently the Railway Research Institute). In 1989-2000 he was head of department in the General Directorate of PKP, then Marketing Director for services of high quality trains requiring reservation operating on the most important long-distance domestic and international routes. In 2001 he created and managed for the first four years the PKP Intercity Ltd. Andrzej Żurkowski represented the Ministry of Transport in working group EKTM at OECD and PKP in many other UIC working groups. Since 2006 he remains the member of HS Steering Committee of the UIC and a member of Scientific Committee of HS World Congresses. In 2003-2006 he held position of Vice-Chairman of the UIC Passenger Commission. He was the President of Polish Association of Transport Engineers and Technicians (2012-2014). He lectured at the Military University of Technology (B.Sc. and M.Sc. courses of study), Warsaw University of Technology and the Warsaw School of Economics (post-diploma studies). Since 2016 Vice-President of International Railway Research Board (UIC). Andrzej Żurkowski is an author of 130 technical and scientific articles in Polish and international journals and he presented over one hundred lectures on various conferences. He is also a co-author of Railway Traffic and Traffic Control handbook and author of a few chapters in the monographs on railway passenger transport in Poland.
