He was born on 8 August 1946 in Radom but has lived in Warsaw since 1950. In 1964 he graduated from Jose Marti high school number 22 and enrolled in the department of Foreign Trade at the Warsaw School of Planning Statistics (now the Warsaw School of Economics – SGH). In 1969, after completing his studies and getting a Masters degree in economics, he began working at SGH as an assistant. In 1973 he defended his doctoral thesis on the theory of decision making, and in 1978 earned a Ph.D. as an assistant professor of economics for his work on forecasting foreign trade. In 1990 he became a titular professor of specialist macroeconomic policies, European integration, finance, and international trade at the university.

From 1970-1990 he had a series of national and international internships, working in countries such as France, Great Britain and the U.S. From 1978-1979 he worked as a consultant in the international banking division of Citibank in New York (USA) and he was often an expert of international organizations (UNIDO, The World Bank, European Commission, International Labour Organisation). Between 1986-1987 he was a visiting professor at Princeton University (USA). In 1985 he founded and was the first director of the Institute of World Economy at the Warsaw School of Economics. From 1988-1991 he was the director of the Institute of Business Cycles and Foreign Trade. From 1989-1993, he was a partner at consulting TKD – Ernst & Young Poland. He is currently a professor in the School of Economics and the School of Commerce and Law. R. From 1991-1995 he worked at the United Nations Economic Commission for Europe in Geneva (Switzerland) as the head of a section of countries in Central and Eastern Europe. From December 1995 to October 1997 he served as minister of Foreign Affairs. From 1998-2004 he was member of the Monetary Policy. From 2003-2005 he was rector of the R. Lazarski Higher School of Commerce and Law in Warsaw. From 2004-2009 he was a Member of the European Parliament. He was reelected as MEP in 2014.

From 1987-1990 he participated in the Committee on Economic Reform, and from 1988-1989 he was member of a team of economic advisors to the President of the Council of Ministers. From 1994-1997 he was a member of the Economic Council of Ministers.

In 1999 he was a member of the Committee of Economic Sciences at the Academy of Sciences. He is a member of the Polish Economic Association (since 1969) and a member of the European Economic Association and European Association of Comparative Economic Studies. From 1998-2001 he was a member of the International Exchange Program (IREX) in Washington, D,C. From 2001-2003 he was a member of a group of economic advisors to the President of the European Commission. From 2011 he has been a member of the Bruegel Institute in Brussels. He was also the chairman of the Polish Football Foundation and chairman of the Foundation for Baltic Business Forum until 2013. From 2011-2014 he was a Member of Polish Parliament and chairman of the Public Finance Committee.

He is the author of over 260 scientific papers, including five books, and many others publications in Polish, English, Russian and others. He was awarded the Knight’s Cross of OOP (1989) and the Silver Cross of Merit (1981). Additionally, he has Orders of Merit from France, Italy, Greece, Ukraine and Lithuania. [/toggle]
